Honorable F. Julius Caesar

It is with a heavy heart that we the Caesar, Logan, Gibson and Mentee families announce the home going of our father, grandfather, brother, uncle, friend and one of Liberia’s Senior Budget Experts and Mentor Honorable F. Julius Caesar. He transitioned home to our father on Thursday, July 9, 2020 in Paynesville City, Montserrado County at the J & J Memorial Hospital.

F. Julius Caesar was a man for the people and lived his life serving the people of the Republic of Liberia providing budget expertise for the Republic of Liberia as well as other landmark contributions. Honorable F. Julius Caesar was the Director of the Legislative Budget Office (LBO) from 2010 up to his death. Prior to the Legislative Budget Office (LBO), he served in the Ministry of Transport from 2009-2010 as the Deputy Minister for Administration and Insurance. He also served as the Acting Institutional Head Department of the Budget at the Minister of Finance from 2008-2009. Prior to that, He was the Chief budget analyst and principal analyst, also known as budget economist from 1976-2008 at the Liberian Bureau of the Budget. His other titles and roles include Assistant Director General of Social, Community Services, and Deputy Director General for Administration and technical Services.
The Late Honorable F. Julius Caesar devoted over 40 years of his life working as a Senior Budget Expert. During his tenure and service to the Republic of Liberia, he also chaired many committees and was a prominent member in many organizations. One of his most devoted roles for more than a decade was as a Professor at the University of Liberia, Cuttington University (CU) and the United Methodist University (UMU). In addition, he served as a mentor for people he worked and interacted with daily. He was revered as a professor for the students and mentored to his death many of the youths he encountered.

He will be remembered as the driving force behind the Government of Liberia Budgeting Operation and the preparation of the Budget Outlook Paper which was later transitioned in the Budget Framework Paper.
He leaves behind to mourn his loss his daughter, Penneyue Ponnie , his sons, June Barchue Caesar and Francis Deegar Caesar as well as a host of family, friends, colleagues, and eight grandchildren. He will be remembered with fondness and greatly missed.

The family is preparing for funeral in August. We will update as soon as that is finalized.
